
Government speeds up province and commune merger progress
Working through holidays to complete project
The Ministry of Home Affairs announced that it will work continuously during the April 30 to May 4 holiday. The goal is to complete the appraisal and development of province and commune merger projects to submit to superiors on time.
On April 24, the Government Steering Committee requested localities to speed up work to complete the dossier in time.
11 provinces must complete the dossier before May 1
Currently, there are 11 provinces and cities that have not implemented the merger, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh and Cao Bang.
However, these localities must still complete the administrative project dossier and send it to the Ministry of Home Affairs before May 1.
52 merged localities need to submit projects on time
Meanwhile, 52 localities subject to merger need to submit provincial and commune level projects on time. All documents must be received by the Ministry of Home Affairs before May 1.
The Ministry will then review and synthesize them to submit to the Government on May 6. Next, the project will be considered at the National Assembly and the National Assembly Standing Committee.
Localities must maintain standing teams
To ensure progress, the Ministry of Home Affairs requires provinces and cities to arrange standing teams during the holidays. The Director of the Department of Home Affairs will be responsible for coordinating and exchanging with the Ministry if any issues arise.
In addition, relevant data such as population, area, and gross regional product must be provided accurately and consistently.
The government model will change from three levels to two levels
According to Resolution 60 of the Central Committee issued on April 12, the country will have 34 provincial-level administrative units, including 28 provinces and 6 centrally-run cities.
In particular, after amending the 2013 Constitution and the Law on Organization of Local Government in 2025, the government will have only two levels: provincial level and commune level. The district level will be abolished.
